Falcon came first.

It was a secret air force project Rhodey was working on, and it was so cool and so complicated that he had to go to his BFF to bounce some ideas off (under strict confidence of course, Tony, this is serious).

Trapped in a cave, with nothing but a box of scraps, Tony thought Rhodey made something that let a man fly. That means it’s possible. Maybe I can do that too.
